On the Hoof: This is one well put together receiver. He physically will remind fans of DeVier Posey of Ohio State.
Needs Improvement: Right now he is playing is a fairly low level of ball in the state of California. The big question is how will he adjust to the much tougher competition that college football with throw at him? Like most straight-line track athletes he could improve his change of direction. He will also need to work on his overall football skills since he's still raw as a football player.
Most Impressive: Carter is a big-bodied athlete that will be hard to tackle. Once he is in the open field, his beautiful, long stride will take him to paydirt. Smaller defensive backs will also struggle playing through this physical specimen which should create more space for the quarterback to fit passes into his bread basket.
Conclusion: Do not be surprised if this thoroughbred is used on kickoff returns, because his running style is perfect for hitting the seam and taking it to the house. Whether he plays any receiver early will really depend on his ability to run precise routes while learning a more complicated offense.
