On the Hoof: Has average height at 5 feet 8 1/2 inches and is very slender at this time. His frame can hold another 20 pounds but that will take some time. He is around the same size and build as former Florida State star Tony Carter.
Needs Improvement: Size and strength increases are a necessity, because the receivers he will face at the next level are much bigger and faster.
Most Impressive: Riggs has tremendous speed as he proved by running the fastest 40-yard dash time (4.43 seconds) at the U.S. Army All-American Combine. He also has excellent change of direction, hips on a swivel and very good ball skills.
Conclusion: There is no doubt that he has major D-I athletic ability, but how much of a problem will his lack of size hurt his ability to cover? His skill set on special teams screams gunner on punt coverage and a return man on punts. He does not lack confidence and plays with a chip on his shoulder, which always is a good thing for a defensive back.
