It seems to me -- and I can't be the only one -- that anyone still clinging to the fantasy that anything will come out of the Mountain West's three-tiered proposal to reform the BCS is living the life of Princess Peach in the Mushroom Kingdom. Officially, last week's meeting of conference commissioners sent "recommendations" regarding the MWC's plan up for review to a committee of all-powerful university presidents, meeting today by conference call to rule on any changes to the Series before it signs its new TV deal with ESPN. But if statements like, "There was no overall support for the proposal," or "I did not see any merit to the Mountain West proposal" are any indication, there's no secret what those recommendations were. It's a dead letter.
Still, somehow, the Denver Post is holding out hope today that the presidents will see the light in at least one part of the MWC's plan, the one would permanently bounce the universally loathed marriage of human and computer polls:
... [MWC commissioner Craig] Thompson's committee is a great idea. The BCS standings would be determined by one representative each from all 11 major conferences, plus one from Notre Dame.
The plan's highlight is to boot the coaches poll into the gutter where it belongs. This poll is the biggest embarrassment in American sports this side of pro wrestling. Besides the fact that coaches spend less time watching other teams play than some Pop Warner cornerbacks, coaches can directly impact their own team's bowl fate — and their own salary — by their vote.
Agreed on that front, although, I'm not sure how a committee of a handful of interested "representatives" is preferable to to a committee of coaches and computers. (Whether those computers are actually allowed to work the way they're supposed to is another story.) It's less confusing, obviously. But the point is the same: When are they going to stop picking who can play for a championship from the pool of qualified teams? As long as there are only two when there should be six or eight, "reform" is just window dressing.

So 3 voters come from those Notre Dame got to choose, and 10 come from a conference of as many as 12 schools.
Can anybody explain how this is "... a statistically valid representation of all 11 FBS Conferences and independent institutions"?
