Recommendations regarding defense under the basket and substitute free throw shooters for injured players have been made by the NCAA’s Men’s and Women’s Basketball Rules Committee. The recommendation on play under the basket won’t call for a restricted-area arc painted in the lane as the NBA has, but it prohibits a secondary defender from establishing position in the area from the front of the rim to the front of the backboard. A defender must establish position outside that area to draw a charge or player-control foul.

This is sort of a small rule change -- there are no clock issues being visited, no instant replay changes being made -- but it's an important one. College basketball has slightly suffered from the under-the-rim charge takers in recent years, and referees, though seemingly cautious about not giving up too much contact under the rim, are still charged (pun unintended; it's just too early to use a thesaurus) with calling it. Now? No more.

One conference this might automatically benefit: The Big Ten. Rarely does play seem more stodgy and physical than in the Big Ten. That's all well and good -- not everybody likes fast-paced, lithe basketball. But a rule change that encourages physical, burly teams to take fewer charges under the basket, where the defensive play has really already been lost, should be a good thing.

Oh, and also: Thank goodness the NCAA isn't doing that pockmarked semicircle under the hoop, like the NBA has. Functionality aside, that thing's just unsightly.

The other rule change the NCAA rules committee recommended? When a free throw shooter is injured, the opposing coach gets to choose the team's shooter, instead of the team's own coach. Seems fair, I suppose. I can get behind this. It might affect one or two games a year, but I can get behind this.

    Sounds like a stupid rule to me. The more they change the rules, the less like real basketball it becomes.

    Don't like it. I think that first rule would have been nice in the tourney. BUT I can't get behind that free throw rule. Since when does a coach get to dictate another team's player? Please give me a break. NCAA: Start regulating the rules surrounding real issues that have nothing to do with the game and are damaging your integrity. Such as your recruiting processes, a minimum draft age, etc.

    Don't like the free throw rule change - if a player gets hurt because he was fouled, why should the opposing team get the advantage of choosing a terrible shooter? I could see putting a time limit on how quickly the injured shooter can return if they're really concerned about guys faking injury to get a better shooter on the line, but the shooting team should get to pick.

    They have ruined the game of college basketball with these rule changes. They just make me sick to my stomach after one of the best seasons of college basketball in recent memory. It's just gunna be an And-1 fest now. And that is just plain wrong. Awful rule changes. The half assed imaginary no charge zone is going to fundamentally change the way teams play defense. It's just awful.
